It was an anagram for "Cynthiae figuras aemulatur Mater Amorum".

meaning "Cynthia's figures are imitated by the Mother of Love".

He was basically wanting to publish the fact that he had observed that Venus showed phases, just as the moon does, but didn't want to come out and say it in case someone set fire to him.
