I was wiping the bar at work
tonight and I noticed some Slushy syrup had dried under the
machine When I wiped it off, a stain remained. Why is it
so?

Probably a cheap ferritic
stainless steel, ie. to be used for decorative purposes only - doesn't
contain very large proportions of chromium or
nickel.

The stain may have remained after
some colouring from the syrup seeped into minute crevices left by using an
abrasive cleaner like ajax to clean the bench
previously

About 15 years ago, there was a
big push to change the name of "stainless steel" to "corosion resistant"
steels. This is because stainless steels do corrode.
The
mark left by the syrup was probably a chemical reaction which resulted in
the stainless becoming etched.
Etching is a process which usually
results in preferential attack of certain groups of compounds of the metal
and will often leave a metal compound behind which is
coloured.
