Most people when they are welding will remove
any paint or galvanising. This is because their presence (particularly
gal) can cause problems with the strength of the weld.
If the
paint was left on, it will rapidly vapourise under the extreme heat. Some
molucules of the paint may be incorported into the well, but most would
disappear into the atmosphere. Which chemicals were involved would be
dependent upon the type of paint.
As to the danger from these
chemicals, probably some where between slight and bugger all. It could be
worth wearing a air filter underneath the welding mask.
Can we ask
what this is in relationships too. So we can provide a better
answer.

By this I meant, are you a homehandy man welding
this material or do you work in a ship building yard, with hundreds of
welders working. Is the area well ventilated. Is the paint that is being
effeced by the welding, acrylic based, lead based, cold gal paint etc. The
more details you can provide the better.

Clean the paint off
first.
Apart from the previously mentioned quality of the weld, the
fumes produced can be very toxic. If the paint contained lead, so do the
fumes.
The likely headaches most paints will give you are not
worth it.
